Rulings

● This effect only negates while that target remains face-up on the field (much like "Skill Drain").
● If this card targets an attacking monster, that monster is still an attacking monster until this resolves.
Therefore, if this card is chained to "Dimensional Prison", targeting the attacking monster,
that attacking monster is still banished.
